The City of Adelaide, responsible for a AUD$2 billion asset portfolio and servicing a complex mix of heritage and high‑tech infrastructure, recognised in 2018 that its asset management processes were below industry standard. An audit, ISO 31000 risk review and staff survey exposed major risks and cultural disempowerment, and COVID‑19 plus a required $20M operational cut in 2020 intensified the need for a rapid, organisation‑wide transformation.

CoA partnered with Brightly (with specialist project support) to run a dedicated transformation program focused on systems alignment, change management and phased measurement. In under 12 months the city consolidated platforms, upgraded systems, eliminated spreadsheet workarounds, merged disparate asset registers and shifted from age‑ to condition‑based renewals and reactive to planned maintenance. The program delivered clearer data‑driven decision making (17 systems refined to seven), improved workforce mobility (100+ tablets deployed), reduced financial and audit risk, and visible, organisation‑wide outcomes.
