Oak Lodge Water Services District in Oak Grove, Oregon doubled in size after a 2017 merger with Oak Lodge Sanitary District, inheriting a much larger and more complex asset base (including ~8,600 sewer connections, 2,273 manholes, 2,500 catch basins and more). Leadership needed a data-driven way to prioritize projects, align renewal funding with asset degradation, and convert historic, budget-driven planning into service-level driven decision making.
Brightly used Lucity data and Brightly Predictor to model four investment strategies, produce 5-year CIPs and a prioritized 30-year plan, and publish results via Esri story maps for leadership engagement. The work delivered a 20% return on investment, 100% integration of the asset management database, a projected 10% reduction in the capital plan, identification of an optimal $1.5M investment over 30 years, and opportunities to combine water and sewer projects to cut costs, reduce service interruptions, and meet or exceed service levels with phased funding (0.5–2.5% of replacement cost).
