Transport Canberra and City Services (TCCS), which manages roads, footpaths, cycle paths and public transport in Canberra, faced growing community pressure to replace or upgrade playgrounds: six communities had petitioned for work, 45% of playgrounds were over 15 years old, and new builds were beyond available budgets. With limited renewal funding, TCCS needed to move from short‑term, condition‑led decisions to a service‑centric strategy and set a clear target—75% of Play Spaces to be considered “Modern” by 2028.

Partnering with Assetic and TCCS’s Esri team, they developed asset management scenarios and spatial visualisations that combined suburban demographics with projected asset performance. This approach allowed optimisation of limited investment, clearer communication of future options to decision‑makers and the community, and a practical plan to upgrade 75% of Play Spaces by 2028. The same method will be scaled across other service areas to improve prioritisation, budgeting and long‑term planning.
