Future-Proofing Western Australia’s Maritime Assets for Navigational Aids with Scenario Modelling

Ventia, the long-standing maintenance contractor for the Western Australia Department of Transport’s recreational maritime assets, faced a critical funding and asset-management challenge: more than 1,400 navigational aids and 35 marine facilities across WA were aging, many beyond their design life, while constrained capital budgets and slow approval processes risked further deterioration and relied on unsustainable, reactive maintenance workarounds.

Ventia partnered with Brightly to deploy Predictor, using real-world condition data from Ventia’s AMPS to run “what-if” scenario models and build a 10-year predictive funding strategy aligned with Treasury WA expectations. The modelling compared front-loaded and evenly spread investment approaches, moved planning from reactive to proactive, and produced evidence-based outcomes that strengthen DoT’s investment case, reduce asset-failure risk, and will be presented to Treasury with plans to extend modelling to facility assets.
