Cable Public Affairs Channel Increases Viewer Access and Improves Live Streaming Capabilities with Brightcove Video Cloud Online Video Platform

The Cable Public Affairs Channel (CPAC) is Canada’s only privately owned, not-for-profit bilingual public affairs broadcaster, offering 24/7 coverage of Parliament and political events. Facing an outdated Windows Media workflow and a growing audience across iOS, Android, BlackBerry and desktop platforms — plus the need for multi‑language captioning, tapeless delivery and broadcast‑quality transcoding — CPAC needed a flexible, cost‑efficient streaming solution that would minimize repeated capital investment.

In June 2012 CPAC implemented Brightcove Video Cloud, using adaptive bitrate streaming, device detection, an SDK for future TV‑everywhere apps and Akamai‑powered DVR (allowing up to four‑hour rollbacks). The platform delivered same‑source delivery across devices, enabled multilingual online streaming, simplified operations and cut capital costs, and CPAC saw increased live and mobile viewership while preparing a TV‑everywhere app to further expand reach.
