Nurse Family Partnership - Customer Case Study

Nurse-Family Partnership (NFP) is an evidence-based community health program serving roughly 22,000 low-income, first-time mothers across 32 U.S. states, with decades of randomized-trial evidence showing strong impacts and a demonstrable ROI. After MIECHV funding spurred rapid expansion (14 new states/territories, 48 new agencies, 374 new nurses), NFP faced the challenge of maintaining model fidelity, meeting varied state and federal reporting requirements, and ensuring high-quality data across multiple agencies.

To address this, NFP adopted Efforts to Outcomes (ETO) software to monitor service delivery, compare activities to fidelity benchmarks, and produce flexible reports and dashboards for stakeholders. The system improved data quality and agility in reporting, supported coaching and operational adjustments at agency and program levels, and helped sustain measurable outcomes documented in long-term studies—large reductions in child abuse and neglect, emergency visits and arrests, and gains in maternal employment—alongside strong economic returns to society.
