A Bonterra Apricot Case Study
The Monterey County Department of Social & Employment Services (MCDSES) runs a Differential Response (DR) early‑intervention program to connect community agencies, county programs and families and prevent youth maltreatment. Facing tighter budgets and greater accountability, the department needed valid, real‑time outcomes data and better cross‑agency information sharing to ensure services matched family needs and reduced recurrence of harm.
MCDSES implemented Efforts to Outcomes (ETO) software to centralize data, track outcomes and coordinate referrals. That system supported a shift from universal case management to a referral model for low‑severity cases, freeing resources for higher‑need families, helping the program withstand budget cuts and driving strong results: 1,401 families served in 2011–12, over 73% face‑to‑face follow‑up and roughly 90% no‑recurrence rates within 12 months.
