Milwaukee Workforce Area Investment Board - Customer Case Study

The Milwaukee Area Workforce Investment Board (MAWIB) coordinates career and training services across One Stop Career Centers and nearly 70 funded partners in the Milwaukee area. Leaders wanted to move beyond counting outputs and gain insight into which service mixes, partners and external barriers produced better placements, how to manage co-enrollments and funding streams, and how to make real‑time management decisions that complement the State’s reporting system.

MAWIB implemented Social Solutions’ Efforts to Outcomes (ETO) to create a single platform tying services to funding, streamlining data entry and voucher/payments, and enabling evidence-based reporting and resource allocation. As a result MAWIB expanded and diversified funding (WIA reliance fell from 80% to 40%), grew budgeted funding from about $10M (2007) to $22M (2012), and used impact data to serve 1 in 6 city residents—including 1,786 youth summer jobs, 3,671 job placements and a 92% employer retention rate—while accelerating program startup and improving performance management.
