A Bonterra Apricot Case Study
Covenant House Vancouver is a nonprofit serving more than 1,500 homeless and at‑risk youth (ages 16–24) with outreach, shelter, transitional living and intensive case management. The organization faced a challenge in measuring non‑linear client progress across multiple programs and wanted actionable data — not just output counts — to understand barriers to housing, employment and other outcomes and to guide program and operational decisions.
In 2008 CHV partnered with Social Solutions to customize Efforts to Outcomes (ETO) software, integrating it into case planning and staff workflows to capture longitudinal client profiles across all programs. The system enabled KPI and progress‑roadmap development (including the Outcomes Star), drove short‑term program adjustments and a culture shift toward performance management, and produced pilot and multi‑year evidence of improvements across key outcome areas that now inform strategic planning.
