A Bonterra Apricot Case Study
Congreso de Latinos Unidos is a Philadelphia-based, multi-service nonprofit serving over 15,000 people annually with education, workforce, family, housing and health services and a K–8 bilingual charter school. Although Congreso had tracked program data since adopting ETO® software in 2003, the organization needed central goals, a standard service model, and better infrastructure to aggregate program outcomes and demonstrate its overall impact on lifting Latinos out of poverty.
To address this, Congreso developed a Theory of Change and the Primary Client Model (PCM™) in 2007, reconfigured ETO as a case-management and performance-monitoring system, and launched a Supervisor Performance Management tool; more than 140 staff now use ETO for day-to-day reporting and regular data-driven reviews. Congreso also mapped programs to evidence-based models and launched Exito™, a dropout-prevention program whose evaluation showed lower dropout rates and better outcomes with increased attendance; PCM outcomes include 74% engaged in education, 40% of adults employed, and 75% improving barrier removal.
