The Sixth Judicial Circuit of Pasco and Pinellas Counties, led by Chief Deputy Court Administrator Michelle Ardabily, oversees a dozen programs including one of the largest drug courts in the U.S. Facing 1,300 incoming drug court cases a year and about 300 users across agencies, the court relied on Excel, paper files, and an inflexible legacy system that made data entry, interagency collaboration, and grant reporting slow and error-prone.
By implementing Efforts to Outcomes (ETO) with customized, web-based reporting and role-based access, the circuit streamlined data collection, enabled real-time information sharing among treatment providers and stakeholders, and empowered staff to build reports themselves. The result: faster, more secure collaboration; clearer tracking of outcomes (49–60% graduation rates, 17% two-year recidivism for adult drug court graduates); earlier identification of high-risk cases; and stronger, data-driven grant applications and program decisions.
