A Bonterra Apricot Case Study
Alberta Housing Collaborative is a provincial partnership formed to end homelessness by coordinating housing providers, community organizations, regional funders and the Ministry of Human Services. Faced with a shift to a Housing First model and outcomes-focused contracts, the Collaborative needed a web-based, customizable HMIS to unify data across diverse agencies, track client outcomes, and enable coordinated, rapid placement into permanent housing.
The province selected Social Solutions’ Efforts to Outcomes (ETO) as its HMIS, building enterprise Community Reporting Platforms that now serve nearly 2,000 users at over 100 sites (including 26 shelters) and give lead agencies and the ministry real‑time access for reporting and analytics. The platform improved cross-agency coordination, streamlined performance reporting, supported outcomes-based contracting, informed policy and local interventions, and is being used to evaluate ROI—helping quantify potential cost savings of a Housing First approach.
