A Board Case Study
The Los Angeles County Development Authority (LACDA), a local government agency serving housing, community and economic development since 1982, faced an inefficient budgeting process for more than 3,000 projects, 250 account lines and nearly 600 employees. Their legacy database had limited integration with PeopleSoft Financials and no HRMS interface, forcing heavy manual data entry—employees often managed up to ten project allocations—and would have required roughly $450,000 in customizations with other systems.
LACDA implemented the Board decision-making platform with Neubrain consultants in a five-month rollout, building salary, operating and allocation modules and nightly interfaces to PeopleSoft Financials and HRMS. The solution automated employee and actuals data, merit and benefits calculations, and custom reporting to Excel, cutting days of data entry, speeding budget completion, enabling instant drill-downs and historical budget-to-actual analysis, and expanding use to more than 80 users.
