Birch Bay Water and Sewer District, a 13-employee municipal utility serving about 14,000 people in northwest Whatcom County, WA, struggled with a cumbersome paper system that required updating seven two-inch, 150-page board binders for twice-monthly meetings and made it hard for commissioners to access or search historical materials.
