Birch Bay Water and Sewer District, a 13-employee municipal utility serving about 14,000 people in northwest Whatcom County, WA, struggled with a cumbersome paper system that required updating seven two-inch, 150-page board binders for twice-monthly meetings and made it hard for commissioners to access or search historical materials. After evaluating eight platforms, the District selected BoardDocs and implemented the BoardDocs LT product as an affordable, turn-key alternative to manual binders.
BoardDocs LT provided electronic publishing, agenda revisions, and a Meta/agenda search (including content from over 2,000 BoardDocs subscribers), at a cost of $3,000 per year versus competing solutions quoted at $40–50K. With BoardDocs the District eliminated paper binders, reduced staff time spent on board packet production, cut paper and toner costs, enabled commissioners to review materials in advance (leading to shorter, more productive meetings), and required minimal IT or tech support.
