The City of Toledo's water utility, South Bend Utilities, faced the challenge of creating a lead service line (LSL) inventory with very little initial information, as the utility did not own any part of the service lines. To address this and prepare for funding opportunities, the utility partnered with BlueConduit for its predictive modeling service to identify the materials of its service lines.

BlueConduit implemented its proven predictive modeling method to help South Bend Utilities build its LSL inventory. The utility selected BlueConduit because it was the only option that could demonstrate a working, published method. The solution provided a comprehensive inventory that is part of the city's Lead and Copper Rule compliance efforts, and the utility also emphasized the importance of the partnership and clear communication with residents throughout the process.
