The Outdoor Recreation Council of Appalachia (ORCA), a council of governments representing 18 counties, identified an opportunity to grow the profile of Southeastern Ohio as a compelling destination but lacked a comprehensive brand to represent the region. They engaged vendor Blue Ion to create a unified visitation brand that would authentically capture the area's unique essence.

Blue Ion developed the "Ohio’s Rolling Hills" brand, which was built from the inside out with local input. The solution included brand naming, a brand story, and a flexible identity design all rooted in the region's landscape and heritage. The vendor also provided a marketing plan to promote the area's pillars through interactive promotions, aiming for inclusive representation and equitable growth across all counties.
