Encina Water Authority Takes Employee Safety to Tech Level

Encina Wastewater Authority (EWA), a wastewater treatment agency serving over 400,000 residents in northwest San Diego County, needed a reliable way to protect lone workers who operate across multi‑floor pump stations and remote sites. The existing manual half‑hour call‑in process was inefficient and prone to human error, and EWA required an intrinsically safe device that could detect falls and locate employees indoors. After piloting options, EWA selected Blackline Safety’s Loner® IS monitoring devices, indoor location beacons and the Blackline Live monitoring portal.

Blackline Safety implemented Loner IS devices worn by staff, indoor beacons to map exact locations and the Blackline Live portal (with an optional 24/7 Safety Operations Center). The solution delivered immediate fall/no‑motion alerts, pinpoint indoor location, faster response times, fewer false alarms and better use of company time; employees adopted the devices as part of their uniform and supervisors gained real‑time accountability. Encina reports improved safety monitoring, quicker incident resolution and increased confidence in lone‑worker protection thanks to Blackline Safety.
