The City of Oxnard, CA — a municipal government serving roughly 200,000 residents — faced inefficient, paper-based storm drain inspection and maintenance processes that produced inconsistent data, delayed reporting, and slowed responses to safety and regulatory issues.

Oxnard implemented BlackBerry smartphones with the Freeance Mobile Pro app to capture GPS-tagged photos and standardized form data that syncs to their BlackBerry Enterprise Server and ESRI ArcGIS back end. The mobile solution eliminated handwritten forms, improved data consistency and visualization, freed office staff from manual transcription, and enabled faster, better-informed decision-making to enhance public safety.
