The U.S. Nuclear Regulatory Commission (NRC) needed a way to modernize records management and meet federal mandates for electronic records, metadata, and archival transfers while handling more than 39 million pages of microfiche and aperture card records. Manual processing had proven slow and inaccurate, so the NRC turned to BIS, Inc. and its Grooper intelligent document processing platform to help migrate and integrate historical document data within a secure environment.

BIS, Inc. implemented Grooper with machine learning, natural language processing, OCR, and computer vision to automatically clean images, extract metadata, classify documents, and match records to NRC’s ADAMS database. The NRC completed migration of 39 million pages in just nine months—far ahead of earlier efforts—while improving document image and OCR quality by 100x compared with prior conversion work.
