The Oklahoma Department of Transportation (ODOT) needed a better way to manage more than 15 million records spread across eight field offices, including oversized plans and at-risk historical documents. BIS, Inc. worked with ODOT to evaluate its conversion needs and demonstrate Grooper, its document capture and data extraction platform, as the agency looked for a cost-effective way to preserve, classify, and retrieve its information.

BIS, Inc. implemented Grooper and its Data Migration Center to scan, digitize, index, and clean up ODOT’s documents, including large-format plans and damaged records. The project was completed four months ahead of schedule, with millions of documents made searchable and accessible anywhere, while improving image quality, automating indexing, reducing travel and retrieval delays, and supporting better decision-making across the agency.
