Sedgwick County, a government administration organization in Wichita, Kansas, faced major records management challenges, including high storage costs, lack of office space, deteriorating paper files, and slow access to records for open records requests. The county needed a secure partner to scan and migrate hundreds of boxes of documents into its OnBase system, and selected BIS, Inc. after an RFP process and proof of concept.
BIS, Inc. digitized and indexed decades of records using its data migration services and Grooper software, securely handling the paper files in a modern facility before transferring the electronic records to Sedgwick County. The project helped preserve 150 years of historical and legal documents, reclaim office space, and enable rapid responses to KORA requests, including one open records request fulfilled in just five minutes. Sedgwick County also extended the contract multiple times, reflecting strong satisfaction with BIS, Inc.’s work.
