Oklahoma Law Enforcement Retirement System (OLERS), a government pension organization serving 3,000 members, needed to modernize more than 100 years of records stored in paper files and disks. The manual process made it difficult to find information quickly, increased the risk of lost or misplaced documents, and created major concerns around protecting sensitive personal data and disaster recovery. OLERS worked with BIS, Inc. and evaluated document capture options using Grooper.

BIS, Inc. implemented a paperless document management approach using its Grooper platform and Data Migration Center (DMC) services to digitize legacy files and handle ongoing monthly document capture. BIS also installed and trained OLERS staff on the new document management system, ApplicationXtender, and provided strong security controls and redaction capabilities for sensitive data. The result was faster access to records, hundreds of hours saved per employee each year, and monthly pickup-to-delivery turnaround of just one to two business days, while improving protection for confidential member information.
