Highways England Reduces Road Closures with Network Occupancy Management System

Highways England, the government-owned operator of England’s 4,300-mile Strategic Road Network, faced rising costs and traffic disruption from frequent lane closures and an aging legacy system while needing to meet a 97% lane-availability KPI. To better manage scheduled and unscheduled closures and reduce disruption, Highways England engaged Bentley and adopted Bentley’s AssetWise platform to underpin a new Network Occupancy Management System (NOMS).

Bentley delivered a cloud-based, AssetWise-backed NOMS with real-time visualization, event clash detection, and collaborative workflows that share closure data with internal teams, local authorities, third parties, police, and the public. Bentley’s solution is expected to cut 3,600 closures a year, save about GBP 7 million annually, deliver a 1,651% ROI in year one, and reduce 14,400 maintenance crew hours—improving traffic flow, safety, and operational efficiency.
