St. Mary’s County Metropolitan Commission (MetCom) is a quasi‑governmental utility serving 36,000 residents with 27 water systems and four treatment plants. As the organization grew from a small manual operation to a staff of 80 generating over 100 purchase orders per month, its aging custom purchasing software became unsupported when the vendor went out of business, creating risk and the need for a modern, reliable procurement system.

After evaluating three vendors, MetCom selected Bellwether Purchasing Software for its functionality and ease of use. MetCom implemented Purchasing and Receiving, then added Requisitions to enable manager-driven requisitioning with automated approvals; features like blanket POs, PO tracking, historical access, and robust reporting improved bid management and recordkeeping. Implementation was smooth with minimal support, ongoing service has been strong, and MetCom is exploring integration with its HTE accounting system.
