Louisville Metro Sewer District (MSD) faced the challenge of educating its customers on what should not be flushed down toilets, as items like wipes were causing damage to plumbing and treatment facilities. To tackle this, MSD enlisted the vendor Bandy Carroll Hellige for creative development and branding services to create an engaging public education campaign.

Bandy Carroll Hellige's solution was to animate their existing "Bowl Patrol" cartoon characters—representing the only flushable items, pee, poo, and toilet paper—into a series of video shorts. This creative approach brought the characters to life with distinct personalities and voice talent, resulting in a delightful and unexpected campaign that effectively educated the Louisville community on proper flushing etiquette.
