Emerald Coast Utilities Authority cuts $320,000 in sewer monitoring costs with Badger Meter

The Emerald Coast Utilities Authority (ECUA) faced significant inflow and infiltration (I&I) problems and costly sanitary sewer overflow events due to high rainfall and aging infrastructure. To help map and generate flow reporting for I&I investigations, the utility worked with Badger Meter to bring collection system monitoring in-house using open channel flow monitoring devices.

Badger Meter's solution included the Raven-Eye 2 non-contact radar flow meter, Beluga submersible area velocity flow meter, and RG-32A rain gauge recorder. This implementation helped ECUA identify specific I&I rates for rehabilitation projects, prevent overflows, and avoid the high costs of outsourced monitoring. The utility was able to precisely locate breaks and leaks, saving time and resources while building a data-driven action plan to meet its consent decree requirements.
