Federal Public Service Policy and Support (FPS BOSA) is the Belgian federal agency driving the country’s digital transformation by connecting fragmented federal, regional and communal services through the Federal Service Platform (FSP). BOSA needed to move from legacy SOAP web services to a modern all‑API approach while protecting highly sensitive citizen and company data, avoiding disruption to existing service consumers/providers, and stopping unsustainable cost growth under its previous API‑management licensing model.

Working with Sopra Steria, BOSA deployed Axway’s AMPLIFY API Management to provide a multi‑tenant gateway (REST/SOAP/XML), automated onboarding and containerized scaling. The platform enabled transparent migration of legacy services, built ~30 APIs (including eBox and BeSt), enforced tiered security profiles, and supported self‑provisioning. Results include cost‑effective scaling to millions of users without large fee increases, improved security and performance, streamlined integrations for public and private partners, and a single, secure access point to government data and services.
