The Bureau of Customs of the Philippines, the government agency that processes about 12,000 import and export transactions daily, faced slow, paper‑based workflows that took three to four days per transaction and created opportunities for corruption. Charged by the Customs Modernization and Tariff Act to digitize and accelerate clearance processes, the BOC lacked cloud experience but sought a cloud partner to cut costs and speed up delivery — ultimately selecting AWS Glue (Amazon Web Services) to modernize its systems.

AWS Glue worked with BOC and partner Beacon Solutions (and AWS Professional Services) to deploy an Advanced Manifest System on AWS infrastructure using Amazon VPC, EC2, EBS, and S3; resources were production‑ready within three months and activated in minutes. The AWS Glue–backed solution enabled 24‑hour post‑departure reviews, preclearances up to 35 days before arrival, greater interagency transparency, and big cost savings (AWS provided at least 128 cores for under one‑tenth the cost of a 64‑core physical deployment costing ~200 million pesos), while validating rapid cloud adoption and reducing opportunities for corruption.
