The City of St. Paul faced a paper-based building and plan review process that was slow, hard to track, and frustrating for applicants and staff, especially amid major redevelopment projects like the Ford Auto Plant site. Avolve Software implemented ProjectDox for electronic plan review, workflow, collaboration, and document management, enabling the city to modernize its review process without a lengthy RFP. The results were significant: permit production time for 500K to 2M projects dropped by 40%, and building plan review times were reduced by more than half, falling to around 20–24 days in later years versus 44–48 days earlier.
