Brenham, TX revitalizes their plan review process with DigEplan

The City of Brenham, a city in east-central Texas with more than 18,000 residents, was managing plan review and permitting through paper-heavy, manual processes before turning to Avolve Software’s DigEplan. Staff relied on email, Word documents, file sharing, and repeated file exports, which caused delays, re-work, and 24-48 hour comment lags.

With DigEplan and Accela, the City of Brenham moved plan review into a single platform for internal staff and third-party consultants, with real-time comments, markup, and reporting. Since implementing DigEplan in March of 2024, the city has reached 100% paperless community development processes, maintained a strict 10-day turnaround for commercial plan reviews and same-day processing for over-the-counter permits, and improved access for customers who can now submit applications, plans, payments, and inspections online.
