Worcester City Council, which provides services for over 95,000 residents in a historic university city, faced an ageing, mixed analogue surveillance system that limited image quality, reliability and future expansion. Working with partner Tellemachus and West Mercia Police, the council tendered to replace end-of-life analogue cameras and outdated fibre with a scalable IP network, upgraded recording and storage, and a maintenance contract to improve city-centre crime prevention, evidence gathering and compliance.
The council deployed Avigilon H4 PTZ, multisensor and HD cameras, Series 4 NVRs and ACC video management with Self‑Learning Video Analytics (including Appearance Search), and moved monitoring to a secure 24/7 control room. The solution delivered high‑quality low‑light images, faster, automated searches, integration with police systems, and audit‑compliant workflows — providing evidence in over 2,000 incidents in nine months, reducing investigation hours and costs, and futureproofing the city’s surveillance capability.
