The Tampere City Department of Social Services and Health Care, which provides primary care to 215,000 residents across more than 200 units and three hospitals, faced rising vandalism, theft and violent incidents and needed to better protect patients and its 5,600+ employees while improving overall care and security practices.

Avigilon modernized the department’s surveillance by using 67 video encoders to leverage 600 existing analogue cameras and installing more than 335 Avigilon HD cameras (1–5 MP), 13 NVRs and Avigilon Control Center software with HDSM for 24/7 monitoring and up to two weeks of recorded footage. The system delivered clearer evidence and much faster searches (under 20% of previous search times), helped secure warnings/dismissals and convictions, reduced theft and vandalism (only three medical-room break‑ins since deployment), cut tens of thousands of euros in losses and lowered false liability claims while improving patient and employee safety.
