The Shanghai Laogang Project used digital innovation made possible by AVEVA to transform the design, construction and delivery of the world’s largest waste-to-energy plant

Shanghai Environmental Group’s Laogang Phase II project—part of the world’s largest waste-to-energy plant—faced major challenges from a 2D, document-centric approach: inaccurate or out-of-date data, frequent design collisions, and no consistent mechanism to transfer correct engineering information between the EPC and the plant operator. To resolve this, Shanghai Environmental Group selected AVEVA and its 3D Plant Design tools alongside the AVEVA NET information management platform.

AVEVA worked with China Wuzhou Engineering and the Laogang Project Department to implement 3D plant design and AVEVA NET as a single source of truth, enabling continuous 3D simulation, daily progress updates, and seamless handover. The result was measurable: more than 200 construction clashes detected and avoided, reductions in project cost and schedule, improved access to reliable operations and maintenance information, and a faster digital handover—demonstrating AVEVA’s clear impact on the project.
