Citect SCADA at the Heart of Europe’s First Double-Decker Tunnel

Avenue2 (A2) Maastricht faced the challenge of operating Europe’s first double‑decker (dual‑level) tunnel that carries about 45,000 vehicles a day. The consortium needed an end‑to‑end partner to manage complete automation and energy distribution, integrate and monitor 50+ safety and traffic subsystems, meet the new National Tunnel Standard with stringent real‑time redundancy and HMI requirements, and deliver on tight time and budget constraints. AVEVA was engaged to provide the core SCADA and historian technology—Citect SCADA and CitectHistorian—alongside the wider automation stack.

AVEVA implemented a redundant Citect SCADA solution with CitectHistorian, Modicon Quantum PLCs and STB I/O, Unity Pro/UAG engineering tools, Ethernet/IP and Modbus/TCP integration, and EcoStruxure power management, plus a dedicated equipment library to translate LTS requirements into PLC code. The AVEVA solution satisfied more than 10,000 National Tunnel Standard requirements, was delivered on time and on budget, and enabled the tunnel to divert roughly 80% of peak‑hour congestion (reducing the cross‑city bypass to about 5 minutes), while providing high‑availability control and real‑time monitoring of all tunnel systems.
