A Atoss Case Study
The City of Würzburg, a Bavarian municipality employing about 2,800 people across services like theatre, fire, construction and traffic monitoring, needed to modernize cross-department personnel processes while meeting complex TVöD (civil service) requirements. Diverse operational needs and time-consuming manual payroll and cost-center accounting made fair, efficient personnel management difficult and costly.
By implementing the ATOSS Staff Efficiency Suite—time & attendance, workforce scheduling, mobile time recording and employee/manager self-service—the city automated TVöD-compliant timekeeping and shift planning and gave staff real-time access via apps and portals. The rollout freed more than 14,000 administrative hours a year, saved over €100,000 annually from mobile device use, cut cost-center administrative work by over 90%, improved shift planning and payroll fairness, and raised employee satisfaction.
