Help to Save scheme Empowering people on low incomes to develop their savings

NS&I GPS’s Help to Save is a government-backed UK savings scheme that helps working people on low incomes build a savings habit by allowing eligible customers to save £1–£50 a month and earn a bonus of up to 50p per £1. The programme needed to integrate multiple new and existing IT systems and operations across NS&I GPS, Atos, HMRC, DWP and HMT, deliver real-time digital eligibility verification via cross-departmental data, and create a digital‑first, accessible service within tight time and budget constraints — a challenge addressed in partnership with Atos.

Atos and NS&I GPS implemented a connected, API-driven solution with Atos providing payment account technology services, real‑time eligibility checks and agile “test and learn” delivery alongside cross‑departmental governance and user testing. The service passed all three GDS assessments first time, opened more than 132,000 accounts and attracted over £31 million in deposits (as of July 2019), reduced initial taxpayer costs by 23%, met policy objectives on time and on budget, and has won multiple awards.
