Enexis Security for smart meters in a fast-changing energy marketplace

Enexis, a major Dutch distribution system operator serving 2.7 million households, faced a critical barrier to rolling out smart meters: customer concern about privacy and the need for certified, tamper‑proof key management. To overcome this, Enexis engaged Atos (with its Worldline subsidiary) to design a modular, standards‑compliant data encryption and key‑management solution — later delivered as the Cryptoserver program using hardware security modules (HSMs) and certified key services.

Atos implemented the Cryptoserver solution (Worldline JSS & ASM/HSM components), encrypting Enexis’s meter data and separating cryptographic operations from core systems in a phased rollout completed in 2013. The deployment met Dutch Smart Meter Requirements (DSMR), caused no disruption or security incidents, and helped drive adoption to 270,000 households (about one in nine Enexis customers), demonstrating a repeatable, standards‑based approach that restored consumer trust and accelerated smart meter take‑up.
