DevOps and Scrum at the basis of successful implementation national CIZ indication system

CIZ, the Dutch Centre of Healthcare Indications that processes about 1 million indications a year (allocating some €27 billion), faced a legacy information system from 1994 made of 17 databases that could not scale or adapt to upcoming decentralization and legislative changes. CIZ selected Atos to replace the old platform with a modern indication system, Portero, to deliver flexibility, scalability and future-proofed process support.

Atos designed, developed and tested Portero, built the OTAP environment and migrated over 15 million client files and 11 million documents using an Agile/Scrum + DevOps approach (13 three-week sprints, ~50 staff over 10 months), delivering on time and on budget. The new Portero platform now supports 13,000 unique users (1,400 internal), settled 100,000 applications at year end and another 100,000 in the first month after go‑live, enables weekly releases, and has reduced implementation costs by 30% while downsizing CIZ’s IT department by almost 50% — all achieved by Atos.
