Case Study: douane.gouv.fr achieves a modern, secure, user-focused public services portal with Atos

A hands-on project using leading-edge technologies

douane.gouv.fr (French Customs) needed to modernise and consolidate two legacy websites — the transactional ProDouane.gouv.fr and the authority’s corporate site — into a single secure, maintainable public services portal that supports frequent regulatory updates, accessibility (RGAA), mobile responsiveness and intuitive user journeys. Atos was selected to deliver the project, using technologies such as DRUPAL 8, HTML5 and Ansible and methods including SCRUM-based agile development, DevOps and security-by-design to coordinate the many front-line departments involved.

Atos merged the two portals into the new douane.gouv.fr, building a robust architecture, a dedicated back‑office and a development kit, rewriting content for task-focused journeys and ensuring accessibility and mobile support. The site went live on 2 October 2019 with excellent response times, no service interruptions during switchover, a passed security audit, an 8 percentage‑point rise in business user satisfaction versus ProDouane and an all‑time high 94% satisfaction among SMEs, making the project a reference for other public-sector portals.
