Pemex, Mexico’s national oil company, faced pressure to improve the accuracy and speed of capital project estimates so investments met strict CAPEX standards. To address this, Pemex standardized on Aspen Technology’s aspenONE Engineering suite—including Aspen HYSYS, Aspen Process Economic Analyzer and Aspen Capital Cost Estimator—to create a repeatable estimating methodology across upstream and refining projects.
Aspen Technology implemented an integrated workflow tying process simulation to estimating and project control (including Oracle Project) so scope, sizing and cash flows populate estimates automatically. The approach validated across 33 projects since 2001 delivered measurable results: Class II estimates averaged within 10% (11 projects), Class III within 15% (13 projects), consistent outperformance of industry benchmarks, reduced estimating man‑hours, and more time for Monte Carlo risk analysis.
