Brighton & Hove City Council, in collaboration with several local health organizations, faced the challenge of maximizing participation in its once-in-a-decade Health Counts survey to ensure community health services were informed by resident data. The council engaged the vendor, Arke, to create a campaign with the goal of effectively reaching target segments and achieving 10,000 survey completions within a tight four-week timeframe.

Arke developed a multichannel strategy that began with creating distinctive, locally resonant branding. They deployed targeted digital advertising on Meta and Google Display, later optimizing their approach by shifting to demographic targeting and adding incentives to engage a younger demographic. They also used out-of-home advertising in specific low-response postcodes. As a result, Arke delivered a record-breaking 26,014 survey completions, a 940% increase over the previous survey, with a strong conversion rate of 8.21% from paid media efforts.
