Case Study: Alberta Energy achieves electricity market deregulation and retail customer choice with ARC Business Solutions

Alberta Energy faced a province-wide shift from a regulated electricity market to Retail Access/Customer Choice, requiring new rules, load settlement, tariff billing and audit/validation processes to support customer choice and regulated delivery. ARC Business Solutions was engaged to help define the Retail Access regulations and to supply software and services — notably ARC Power Software for load settlement, tariff billing and settlement/billing validation — to meet those regulatory and operational challenges.

ARC Business Solutions led the implementation of regulation-compliant systems and inter-stakeholder interfaces (including contributions to Rule 021, Rule 004 and Rule 005), enabling utilities and retailers to handle settlement, billing and transactions under the new market structure. As a result, the Alberta retail market opened successfully in 2001, with ARC Business Solutions’ ARC Power Software supporting multiple utilities and retail organizations and remaining a key component in ongoing market operations and regulatory refinement.
