The Ministry of Agriculture faced a recurring end-of-deadline surge for Farm and Ranch Water Infrastructure Program (FRWIP) applications—more than 360 submissions that would normally create a multi-week data-entry backlog. ARC Business Solutions was engaged to deploy an Electronic Input Management (EIM) solution using fillable Adobe PDFs and EMC Captiva/InputAccel technology with OCR/ICR and database integration to capture and validate handwritten and typed data from mail, fax and email submissions.

ARC Business Solutions implemented scanning hardware, Captiva/InputAccel workflows, and a fillable PDF process that validated extracted data and exported multi-page PDFs and metadata into an Oracle database. The result: three data clerks processed most of the applications in four days instead of the estimated three to four weeks of manual entry, eliminating the backlog and delivering timely, business-ready content into the Ministry’s back-end systems.
