Health Benefits Solutions Provider, a leading Canadian health, dental and disability benefits firm serving approximately 2 million people, faced a strategic need to replace its legacy benefits administration system to improve maintainability, support and competitiveness. ARC Business Solutions was engaged for the admin system replacement, implementing an enterprise web services solution built on Oracle ADF/JDeveloper/Java with Oracle RDBMS and web-based portals to support group and individual products.

ARC Business Solutions led a multi-year program (2009–2015) to define enterprise architecture and standards and to replace six core functional areas—Benefit Plan, Sales, Enrollment, Financial, Party Registry and Rules Registry. ARC deployed roughly 20 resources across project management, architecture, analysis, development, QA and training, delivered portals enabling underwriters, sales staff and administrators to define plans, sell, enroll and bill, and continues to support the solution; the program now underpins administration for about 2 million members.
