Alberta Energy - Customer Case Study

Alberta Energy needed to transition Alberta’s electricity system from a tightly regulated utility model to a deregulated market with customer choice, standardized settlement and billing, and new regulatory rules. To support the Retail Access / Customer Choice program and related process re‑engineering, Alberta Energy engaged ARC Business Solutions to provide regulatory expertise and software solutions, including ARC Power Software for load settlement, tariff billing and settlement/audit functions.

ARC Business Solutions helped define the Retail Access/Customer Choice regulations (including Rule 021, Rule 004 and Rule 005) and led implementation of load settlement, tariff billing and inter‑stakeholder transaction interfaces. As a result, the market opened successfully in 2001 with a standardized, accurate and cost‑effective settlement and billing framework, enabled customer choice and RRO/RRT options, and produced a model that other jurisdictions have looked to—outcomes ARC Business Solutions continues to support with government and industry.
