Maximus, a consulting firm that supports federal, state, and local governments in improving education, service delivery, and public health programs, was engaged by Covered California to implement a new Health Benefit Exchange software after the Affordable Care Act. The rollout required designing and delivering certification training for state staff to become plan-based enrollers, a challenge Maximus addressed by partnering with Aptara.

Aptara quickly assembled a dedicated year-long team of learning professionals—trainers with healthcare experience, nine instructional designers expert in Adobe Captivate, and a certified project manager—to create a blended program of instructor-led training and eLearning. The rapid staffing and focused development allowed Maximus to scale up effectively and deliver the required training on time and on budget for the State of California.
