Maximus, a consulting firm that supports federal, state, and local governments in improving education, service delivery, and public health programs, was engaged by Covered California to implement a new Health Benefit Exchange software after the Affordable Care Act. The rollout required designing and delivering certification training for state staff to become plan-based enrollers, a challenge Maximus addressed by partnering with Aptara.

Aptara quickly assembled a dedicated year-long team of learning professionals—trainers with healthcare experience, nine instructional designers expert in Adobe Captivate, and a certified project manager—to create a blended program of instructor-led training and eLearning.
