Regional Government Services (RGS) and Local Government Services (LGS) are joint powers authorities that provide shared administrative, consulting, and staffing services to California public agencies. As they grew, their accounting and payroll needs became more complex; their previous payroll vendor lacked flexibility, customization, and responsive support, so RGS/LGS sought a system that would improve efficiency, reporting, and client-facing data formats.
RGS/LGS implemented APS OnLine for Core HR, Payroll, and Time & Attendance, working with APS to map legacy processes and create custom exports and reports. The cloud solution enabled employee self‑service, GL integration, and support for multiple employers, cutting payroll administration time in half with half the staff and reducing billing time by 75%, while eliminating redundant paperwork and providing a scalable platform for future growth.
