United States Air Force Contract Management Digital Transformation

The United States Air Force launched the CON-IT program to modernize and standardize contract writing across the service, consolidate seven legacy systems, and accelerate acquisition timelines as part of a broader goal to shave years off program schedules. The challenge was to deliver a secure, scalable contract-management platform that supports rapid functional updates and statutory changes for a large, distributed contracting community.

Using the Appian low-code platform with Agile development and cloud PaaS/SaaS hosting, the Air Force designed, developed, and deployed the CON-IT application in under nine months, achieving ATO and IL4 hosting for controlled unclassified information. The rollout now supports about 4,000 users, processed 14,000 contracts in the first 10 months (including 423 in one week), and has driven efficiency gains, cost reductions, and faster ability to implement enhancements.
