The Office of the Comptroller of the Currency (OCC), a Treasury agency that regulates national banks, relies on rigorous investigations and background checks for employees and contractors who handle high levels of public trust. OCC’s legacy approach—disconnected spreadsheets and databases—could not keep pace with growing regulatory and technical complexity, creating inefficiencies and risks in onboarding, offboarding, security processing, and audit readiness.
OCC implemented the Appian-based Personnel Administration and Security System (PASS) to consolidate and automate security workflows, integrate multiple systems (Remedy, data warehouse, OPM PIPS, GSA USAccess, etc.), and provide a central record for personnel and contractors.
