The Office of the Comptroller of the Currency (OCC), a U.S. Department of the Treasury agency that regulates national banks, faced inefficient, disconnected personnel-security processes for rigorous background checks, onboarding, and offboarding. Reliance on ad-hoc tools like Excel, Access, and Lotus Notes made auditing, data management, and timely clearance of new hires difficult in an increasingly complex regulatory and technical environment.
OCC implemented the Appian-based Personnel Administration and Security System (PASS) to automate and integrate security processing across multiple systems (including Remedy, OPM PIPS, and GSA USAccess). PASS created a central record for contractors, eliminated redundant data entry, strengthened PII safeguards, improved reporting and budgeting with real-time dashboards, sped new-hire productivity, and delivered on time and on budget—freeing security staff to focus on core security work.
